In recent years, the total amount of labor workers in Dongying community is insufficient, according to the improve of management scope and scale, the quality of service quality in the continuous is limited, compared with other brother units, in every aspect such as wages, living treatment, medical standards, etc.This phenomenon lead to the emergence of employees, resignation, etc., so that the lack of community personnel, service functions are reduced, the community's original assessment system can not improve the enthusiasm of workers, and the workers can not play a role in motivating and guiding, or be able to arrange for the right job, the staffs income and contribution and ability can not match each other. Community managers can not carry out monitoring, the performance evaluation of the results can not be implemented, all these factors restrict the efficient operation of the community, to some extent,the community performance management has become the constraints of community service quality in the long-term development.This paper carefully analyzed the current performance appraisal situation of community units at the grass-roots level, through the performance appraisal, etc. The corresponding theory as the research object, basic determines the performance appraisal system of dongying community is optimized and the basic framework of organization, process and results of the inspection both ways, using qualitative and quantitative as the basic evaluation methods, expand the quality of service and management for the connection between the community work management level, to improve and perfect the target assessment, assessment service quality assessment, management and service object evaluation as one of the basic performance evaluation system for community unit.In this paper, we study how to establish a more scientific and effective evaluation system of community performance by using the theory of economics, management theory and flexible scientific analysis method, and then, based on the combination of qualitative and quantitative analysis, we could determine the management service, service quality, management effect of three aspects,assessment indicators, according to the important degree of each index to give different assessment factors, assessment of the ranking of public notice and other means to assess the results of assessment units.Management objective assessment is divided into two parts, the evaluation of basic units using key performance indicators evaluation method, the evaluation of the performance of various units of the community to assess the performance of several key indicators, the introduction of 360 assessment method, through the lower unit, the departments and higher authorities to assess the work of the Department to evaluate the maximum level of performance.Service object evaluation assessment is carried out by improving the satisfaction rate of residents, and improve the way of residents' complaints, etc., In order to build and improve the system of service objects, we need to take a variety of incentives to maximize the performance assessment, and fully mobilize the initiative, enthusiasm and creativity.
