In recent years, water pollution incidents occur frequently, the natural environment, and the security situation is not optimistic. The environmental emergencies threaten hundreds of thousands, even millions of people of drinking water safety. Therefore, the public safety of drinking water, the dual needs of the country and stable development perspective. How to improve effective water pollution emergency legal system to be alleviate pains caused by societyAt the beginning of the article, the author set Lanzhou pollution incident as a typical example. Comprehensive analysis of deficiencies in the emergency treatment of water pollution. We are short in following four areas: legislation, security, supervision. Water pollution emergency legislative incompleteness of the legal system, the legal system loose, lack of restraint higher law, incoherent lower approach. Due to the lack of coordination of inter-basin management system, emergency management efficiency becomes low. States should provide a strong guarantee for water pollution emergency. In incident handling, relying solely on market intervention and government can not solve the fundamental problem of water pollution. Solutions to these problems requires the active participation of the public. The author analyzes the basic status of the United States, Japan, the United Kingdom water pollution emergency legal system and valuable experience summed up the following revelation: First, pay attention to water pollution prevention mechanisms. Second, improve coordination mechanisms inter-basin. Third, vigorously develop wastewater treatment technology. Fourth, increase the moral construction of water users. Fifth, strengthen international cooperation.At last, by learning advanced foreign experience, and analyzes the current situation of the environment. The author proposes the following four points: First, establish a rational legal system and enhance its operability; second, to strengthen coordination between the emergency management capacity of law enforcement agencies; third, to establish a comprehensive emergency support system; Fourth, improve our projection made emergency water pollution monitoring system; fifth, improve our emergency water pollution emergency rights system.
