The Study On The Legal Measures For Preventing Water Pollution In Taihu Lake Basin

The Taihu Lake area passes through Jiangsu province, Zhejiang province, Shanghai province and Anhui province. Its area is 36900km~2. From 80's in last century, the water quality of Taihu Lake has descended one grade every 10 years, and now, it has become a typical area where is lacking water. Although the government attaches importance to the water pollution and takes many measures, the water quality of Taihu Lake is still exasperate and the situation of water pollution is still austere. Form analyzing the current status and reasons of water pollution in Taihu Basin, this paper wants to find out the legal methods to prevent and cure the water pollution and puts forward some legal measures.This paper has foure parts. The first part is foreword, which points out the reason, meaning and current status of this study. The second part of this paper summarizes the situation of water pollution, analyzes the reasons of water pollution and puts forward a method to cure the water pollution, that is to constitute a special law. In order to improve the conclusion, the third part introduces the cases that how to prevent the water pollution in American lake and Biwa Lake . And summarizes 6 experiences, that is, make a long preparation for water pollution, the government should attach importance to this job, dminister the water by law, set up a perfect basin management system, do scientific argumentation, let the most people take part in the management and have enough fund and technique. Proved by the foreign experience, the forth suggest that we should perfect the legislation. Firstly, summarizes the problems of the water pollution prevention law in our country, then puts forward the legal measures to cure the water pollution in Taihu Basin, that is to constitute a special law, named Water Pollution Prevention Ordinance in Taihu Basin.
