| With the continuous development of world economy, it benefits the human at the same time also brought a series of natural disasters and environmental problems. And the development of low carbon economy is the only way to achieve sustainable development. Logistics, as one of national top ten revitalization industries, throughout the whole economic activities, it’s much essential to develop in a low-carbon way. Among all the logistics links, highway transportation plays a bad role to the environment in the logistics activity. Jiangxi gao’an as trucks the market throughout the country, the highway logistics development has a strong representative, so study the gao’an road logistics development of low carbon has reference significance to the country. At the beginning of the implementation of low carbon, the government plays a dominant ro le in the low carbon logistics development, so this paper focus on the studies of the influence in the government level. According to the current situation of the gao’an road logistics development, this articles make a design of related questionnaire by using the five point Likert scale method, then using factor analysis method and SPSS19.0 to finish the questionnaire test, reliability and validity of indicators of correction, data processing, it is concluded that the influence factors of government level score rank: low carbon logistics propaganda and education, low carbon logistics fiscal and taxation policy, low carbon logistics financial policy, low carbon logistics laws and regulations, low carbon logistics system planning. Then the evolutionary game model of low carbon logistics enterprises and the implementation of the road, the government to promote the implementation of the seven way of low carbon, low carbon subsidies, mainly from high carbon and low carbon punishment implementation costs, the implementation of low carbon and high carbon yield, rent-seeking cost loss, loss of credibility punishment aspects.Through the questionnaire data analysis and evolutionary game model of enterprise, it is concluded that the government measures to promote the development of low carbonization gao’an road logistics. First of all, the government should increase the promotion of low-carbon logistics, cultivating public awareness of low carbon environmental protection, not just the supply side of logistics and logistics demand side. Secondly, the government can also use the power of society, schools and enterprises to jointly develop the low carbon logistics personnel, promote the application of low carbon technology. Then the government should according to actual circumstances to uses reasonable incentives such as low carbon punishment, low carbon allowances and imposing a carbon tax, highway logistics development also need to financial support, such as widening the financing channels of low carbon logistics, the development of credit business and so on. Finally, the government can effectively integrate various resources, optimize the industrial layout, improve resource utilization and management level of highway logistics. |
