The Reform Of Planning Law In The Perspective Of Eco-city Construction

After 30 years of reform,China’s urban development has crossed the stage of natural city began to transition to the late industrial city. In recent years, the urbanization process of excessive speed, allows a large number of "urban disease" to focus on the outbreak, many resources are exhausted, unable to support the city’s further development, urban ecological environment was irreversible damage, the urban development is becoming more and more habitable. To cure these "urban diseases" and to ensure the sustainable and healthy development of the city, the pattern of urban development in our country needs to turn to the construction of ecological city. Eco-city construction needs to be integrated in many aspects, such as industrial ecology, transportation and ecology, etc., the most basic is the eco city planning. Planning of the ecological needs the legal system to promote and protect the legal system. However, the current urban planning legal system is facing the lack of the concept of ecological city, the urban planning law and the environmental protection law is not coordination or supervision system or public participation issues and other issues. To promote the ecological urban planning in our country we should establish sustainable development and harmony between man and the nature, the beauty of the city’s concept of modern eco-city development concept.we should change urban planning legal system and principle of the accord with ecology standard, persist in urban design and natural combination to protect the interests of citizens of ecological principles,we must promote the urban planning legal system of environmental impact assessment; at the same time we should promote the ecological change of the special legal systems of urban planning,including urban energy, transport, the legal system of earth, thus completing the industrial cities in China to the transformation of urban ecological.
