According to the relevant data of the state council, in 1978, our country’s urbanization rate is only about 18%, which has reached to 55% during the twelfth five-year. Therefore our country’s urbanization has made great achievements. But, at the same time we should not ignore that, as a result of the calculation method being used, more than two hundred million migrant workers are also counted as the city people. In fact, the most of the migrant workers did not enjoy treatment equal to those of citizens, and they may not have the true sense of "home" in the city. At present, the census register population urbanization rate is only about 30%. China still has a long way to high quality of urbanization. Recently, the central and local governments have realized the significance of promoting urbanization of migrant workers and improving the practical urbanization rate, they has being made series of trying on the policy and system. But these had not gone far enough, it’s still difficult for migrant workers to blend in urban society. 18 the fifth plenary session pointed out that we need to increase the census register population urbanization rate, which will benefits the growth of economy.Using the investigation data and interview data of migrant workers in Nanjing 2014,this paper analyzes the influence of the formation and development process of the social network on the social integration of migrant workers. At the same time, this paper analyzes the government behavior in migrant workers’ social network building, and put forward policy path of migrant workers’ social integration from the angle of the expansion and optimization of rural migrant workers’ social network.We found that, the social networks of migrant workers dominated by strong relations have strong homogeneity, which means the local networks based on kinship and geographical relations have remarkable effect on the size and composition of migrant workers’ s social interaction. In order to expand the rural migrant workers’ social network and promote the optimization of migrant workers social integration policies, here are some suggestions to the government departments: Firstly, reforming the household registration and employment policies to expand the scale of rural migrant workers’ social network and the weak relationships, so as to effectively promote the social their integration. Secondly, the government should build public policy execution mode network with Chinese characteristics through the related system and mechanism under the law. Thirdly, the government should change the personal networks of migrant workers to the public networks. Only with the improve of the education level, income level and the level of social security, can the government provide the important support for migrant workers social integration, and clear policy guidance to the enterprises.
