Studies On The Institutional Construction Of The Town Deliberative Democracy In China

With the rapid development of the rural market economy, the spread of political civilization, and the prosperity and progress in cultural knowledge, there comes more interest demands. Citizens' political participation wishes are increasingly growing, as a result, the original representative democracy has failed to meet the needs of the contemporary development. Deliberative democracy, which realizes the balance of interests between different stakeholders through optional persuasion and reaches a consensus by rational discussion, provides a way out to solve the problem of rural people's growing political participation desires and the contradiction between the relative shortage of participation.This paper includes introduction and body two parts. In introduction part, it clarifies the topic research background, selection reason, research significance, literature review home and abroad and the research methodology. The body part has four chapters.In chapter one, taking the development of Chinese and Western deliberative democracy and perfection as the starting point, institutional related issues of town deliberative democracy are summarized, and then it explains the deliberative democracy of grassroots, and introduces the meaning and characteristics of town deliberative democracy.Moreover, it analyzes the main body of deliberative democracy and discusses the several main forms of down deliberative democracy.Chapter two analyzes the necessity and feasibility of the institutional construction of the town deliberative democracy in China. Building the institutional construction of the town deliberative democracy can overcome the defects of villages and towns in democratic paradigm, it is an important guaranty to give the legality of the decision-making, an effective way to realize citizen's orderly political participation, and an inevitable choice to promote the development of township democracy. To build the institutional construction is with scientific theory support, appropriate system space and abundant practical basis.Chapter three discusses the bottleneck on institutional construction of town deliberative democracy from the institutional arrangements, the consultative body and the consultative forms. The institutional arrangement includes imperfect institutional guarantee,the operation procedure lacks of standardization and the imperfection of supervision accountability mechanism. The consultative body is mainly the weak ability in township authorities negotiation and participants lack of representation and weak participation ability.The consultative form includes the traditional existing form, many forms of consultation that are hard to popularize and new forms of network consultation.The fourth chapter discusses the path of the institutional construction of the town deliberative democracy in China. It puts forward the corresponding countermeasure for the bottleneck of the institutional arrangements, the consultative body and the consultative forms mentioned above. It mainly discusses the improvement of the deliberative democracy institution arrangement, the main body function of the deliberative democracy and abundant deliberative democracy consultation form.The last part is the conclusion, which summarizes the full text and explains the research dilemma.
