In the recent 30 years, with rapid development of technology and the emerging new industry, the emerging industries increasingly become a regional, a national technology innovation strategy, transformation and upgrading of industrial structure and enhance regional, national competitiveness effective means.. Industrial town is emerging throughout the country, especially in the coastal developed provinces. Driven by the administrative effect, local governments devote significant resources to build industrial town and to develop the emerging industry. To a certain stage of the construction and development, the demands for the environment and public facilities of high-tech talents supporting the development are growing stronger, and it has characteristics of individualization and high-end oriented requirement. Also due to its particularity that it is operated by the park mode, the industrial town has its local residents, which requires that the park needs to develop both the industry and the process of urbanization so as to strengthen the public facilities to serve different people.Under the limited financial resources and in order to serve the two different levels of demands of people better, the management department of industrial town has to do scientific research on the basis of public services. This paper aims to explore the characteristics of industrial towns developing under the untypical new district mode especially the ones developed in the second-tier and third-tier cities at a very short time. Also this paper focus on how to solve the problems when the characteristics of the city and its integration leads to cause the problems in providing public services during the development.
