Based on its own benefit, the United States has tried to “reform” the Middle East and Central Asia through two “counter terror wars”, which both has turned out to be in vain. However, since June 2014, an extremist group called “Islamic State” has emerged unexpectedly. And it has occupied the northern and western part of Iraq without any difficulty. On account of the complicated situation in Iraq and Syria civil war, the extremist group IS has made the situation in the Middle East more elusive. Under such background, although the United States is still the leader of anti-terrorism operation, it is noted for its “cautious” move. Though the United States and the West has launched a series of air strikes on the basis of their own interests and global strategies, it can be assumed that the spreading of the religious extremism within the international world will not be removed in a short period of time.Nowadays, the international society has confronted with the terrorist threats of IS. Apart from wreaked havoc only in the Middle East, IS stirred tensions throughout the world. According to the foreign media reports, at least 149 people were killed in the terrorist attacks in Paris at November 13 th, 2015. It is suspected that Abdelhamid Abaaoud is the mastermind behind this terrorist attacks who is the most active attack-planner inside IS. President Francois Hollande spoke on television at 23:55 that day, and announced that all forces will be mobilized to protect France. Moreover, he stated that France is under the unprecedented terrorist attack and is about to close all the frontier port to ensure the national state of emergency. Chinese President Xi Jinping called President Francois Hollande and expressed his deepest sympathy to French people involved in the terrorist attacks in Paris. Xi claimed that China has always been opposed to all forms of terrorism and willing to strengthen the cooperation in the security area, fight against terrorism in all-round way and keep all the people from the world safe with the international society altogether.Choosing “The Rise of IS and Its Effect on the World” as the subject of the research, it has significant theoretical and practical value. This paper has been divided into 5 chapters. The first chapter gives a brief introduction about the origin, value, the current status of the research and the methods used in composing this essay. The second chapter is tracing the process of historical evolution and the rising reason of religious extremist forces. Chapter 3 and 4 are about innovation, that probing into the characteristics of IS in the political, military and cultural area and finding out its influence on the Middle East and the entire world.
