Study On The Adjustments Of The U.S. Nuclear Strategy Since Donald Trump’s Taking Office

Nuclear strategy is the guideline for a country to develop and use nuclear capability.Since the United States is the only superpower in the current world,it plays an important role in the international nuclear non-proliferation regime and its adjustmens in nuclear strategy will lead to profound influences upon the international security.Given on this point,the study of the U.S.nuclear strategy owns vital significances to the world in this era.Since his taking office as president,Donald Trump has dramatically overhauled the U.S.nuclear strategy.In terms of strategic direction,the novel nuclear strategy aims at Russia and China.The reasons are composed of two aspects: firstly,Russia still maintains a strong nuclear arsenal,and it continues to modernize its nuclear weapons.At the same time,with the dream of a global power in mind,Russia relies heavily on nuclear weapons and has the determination and will to use them.Secondly,China has a certain amount of nuclear weapons,though it cannot be compared with the United States in quantity,China’s military power is not transparent,and China is constantly improving its nuclear capability as well as conventional military forces.Furthermore,while China’s comprehensive national strength grows,it is adopting aggressive diplomacy,which erodes America’s international influences.Based on which,the Trump Administration adjusts the U.S.nuclear strategic objectives,aiming to construct nuclear advantage over China and Russia through the overall upgrading of nuclear forces,so as to protect the security of the United States and its allies.On the level of strategic approaches,the Trump Adminisitration romove the regulation of international institutions and develop nuclear capability unboundedly,including its nuclear infrastructure,the triad of nuclear power,nuclear command and control system,etc.;besides from the above point,the Trump Adminitration lowers the threshold for using nuclear weapons and designs tailored nuclear strategies towards China,Russia and so forth.The adjustments of the U.S.nuclear strategy will result in a variety of negativeeffects.First of all,the orientation of its major powers will damage mutual strategic trust between major powers and lead to Sino-US strategic confrontation and Russian-US confrontation.Second,it will undermine the nuclear arms control mechanism for major powers and will inevitably lead to a nuclear strategic imbalance in major powers because the United States intends to build a nuclear advantage over Russia,the two powers cannot build a nuclear strategic balance without the supervision and constraints of bilateral nuclear treaties.Moreover,America’s security threats to other countries and its lack of credibility in the area of nuclear proliferation will spur the "horizontal proliferation" of nuclear weapons.All these factors suggest that the adjusted U.S.nuclear strategy would endanger regional and global security.In order to maintain international security,the international community should strengthen coordination and communication,improve the nuclear non-proliferation regime under the leadership of the United Nations,and establish a reasonable nuclear arms control regime.At the same time,the international community should pay more attention to the harm posed to human security by such non-traditional security factors as nuclear proliferation,foster the concept of a Community of Shared Future for Mankind,and build a Community of Shared Nuclear Security for Mankind.
