Central-Local Relationship Since 18th National Congress Of CPC

The relationship has changed several times between China’s central and lock government since the foundation of new china. However, it still doesn’t shake off the strange circle which appears death without control, chaos without deregulation”situation. On the background of the deepen reform of 18 th Nation Congress of CPC,new changes are occurring in the relationship between China’s central and local government, so decentralization has become the theme and to reshape what kind of relationship between central and local is still major issue faced by the deepening reform in the round.The main problem is that their relations on the division of authority are not clear after the 18 th National Congress of CPC which results in the implement and ineffective of central to local policies, local policies to the central issues. In the new round of decentralize concept, it become the procedural problem of decentralization to decentralization to decentralization orderly and encourage local development after decentralization. Local and regional developing imbalance and local protectionism,these are also new issues faced by the current central-local relations. On this basis,the research focuses on the development of the central and local government’s relations since the 18 th National Congress of CPC. The study starts from the concept of central-local relations, describes the origin and nature of the relationship between central and local governments, and analyses the universal factors which influence the development of relations between central and local. Secondly, China’s course of development of central-local relations has been combed from the foundation of new China to the 18 th National Congress of CPC. Then, it explores the development of the central and local relations since the 18 th National Congress which appears in the power aspect in the way of decentralization, in institutional norms is legal, in economic aspect is the market economy becoming the new guide,and strengthening the authority of the central government decrees become protection etc. At the same time, it streamlines the development of the central and local ideas. Finally, the study describes the difficulties in the development of the relationship between central and local governments with the path to build the central and local development.In this paper, it uses the methods of literature research and comparative research by studying the books of the central and local relation. And the central and local relations in different periods are compared based on this.finally, it brings own views on the development path of central and local government in China after the 18 th National Congress of CPC.
