Urbanization, a significant sign for human civilization and industrialization, is the only way to fulfill the transformation of China’s dual economy structure to monistic economic structure. In the process of urbanization, Qinzhou City accelerates its pace in economic development. In order to provide sufficient land for urban development, the expropriation of collective land and agricultural land is increasing. A large number of farmers have lost their land and as a result, living without the guarantee for employment and subsistence.This group can be also named as land-lost peasants. So land expropriation has became an important task for government to initiate projects for economic development.This paper thus explores how to protect the interests of the land-lost peasants, with the samples acquired from Qinzhou City-a typical example in the process of urbanization. Through a comprehensive analysis of social, institutional, cultural causes for the land-lost peasants, we try to provide effective implications for the government to improve the interests and living conditions of the land-lost peasants.This paper is organized into four parts:The first part is an introduction of the background, theoretical framework and research methods. It also introduces relevant studies in the same field-both domestic and international examples were provided, The second part is an analysis of the number of land-lost peasants and its development trend. The third part explains why land-lost peasants’interests haven’t been well protected by the government:the lack of land expropriation system, the land system defective, an unreasonable urban-rural dual economy structure, imperfection of the government resettlement system. The fourth part provides four suggestions for the government to improve land-lost peasants’interests and living conditions: improve the land expropriation system, reform land property rights system, break the urban-rural dual structure system, and establish the peasants re-employment placement system. Ultimately, this paper aims to provide implications for the government to promote the healthy development of Qinzhou economic construction.
