Study On Immigration Resettlement In The Water Diversion Project Of Eastern Shandong

Water immigrant resettlement is an important part of large-scale water conservancy projects, engineering immigration has seriously hampered the development of water conservancy construction. Immigrant resettlement work is an important prerequisite to ensure the smooth progress of the project, and is related to the vital interests of the masses. However, due to the different characteristics of the industries,the economic development gap between regions, the instability of national policy, the difficulty of immigrant resettlement work is growing,more and more social problems is taking place. Therefore, the study of this issue has certain research value.This paper focuses on benefit relationship and policy regime of water conservancy immigration resettlement to carry out the research, beginning with the policy change analysis of water conservancy immigration resettlement, introduces the stakeholder theory, discusses the status of immigrant resettlement of the water diversion project of eastern Shandong. Combined a reference for domestic and foreign experiences, the paper put forward countermeasures and suggestions to solve the problem of water conservancy immigration resettlement. Based on the structure, there are six chapters in this paper. The first one is an introduction; the second one is the water immigrant resettlement theoretical analysis; the third one is the status investigation and status analysis of the water diversion project of eastern Shandong; the fourth one is the experience and inspiration of water conservancy immigration resettlement at home and abroad; the fifth one is the countermeasures to solve the problem of water conservancy immigration resettlement effectively; the six one is the conclusion and prospect.Exampling immigration resettlement of the water diversion project of eastern Shandong Muping segment, This paper sums up its effective working methods of immigration resettlement, analyzes the problems specifically,through research, about our current immigration resettlement there are many deficiencies needing to reform and improve, such as inadequate laws and regulations, inadequate institutional mechanisms and the low standards to compensate and other issues. Accordingly, this paper puts forward a solution, such as creating a new compensation mechanism, resolving conflicts of interest guiding the stakeholder theory, hoping to provide some reference to solve the problem of water conservancy immigrant resettlement to.
