Departments directly under the municipal government to exercise the functions of conomy, society and people's livelihood, dimensional stability, etc. and promote ecentralization and reform of the administrative system, improve public service the main starting point and core strength, the task completed, efforts to promote the work, work efficiency directly affect the city's economic and social development and the city government in the decision-making, the implementation of annual work targets implementation. The traditional performance assessment is the assessment of the people, and the Department to carry out the assessment, the index system, assessment standards, assessment methods, results of the application of more complex assessment. However, in order to effectively supervise the municipal departments to complete the annual work tasks and need a complete set of working mechanism to more scientific supervision and inspection departments. Municipal government to strengthen the departments directly under the management, to promote the progress of an important means of, a set of scientific and effective performance appraisal system should be a clear assessment indicators, strong periodic inspection and effective results are applied to carry out performance appraisal departments directly under.In this paper, we first introduce the research results of domestic and foreign government performance evaluation, briefly introduced the basic procedure of Chaoyang City municipal departments performance evaluation and participate in the Department's assessment of composition. Through questionnaire survey and interview survey method to collect finishing the problems existed in the Chaoyang municipal department performance appraisal, and analyze the causes of problems. Then according to the hierarchical classification difference setting method of alienation index, design and improve the performance appraisal index system of Chaoyang City municipal department. At the same time, the research put forward the guarantee measures to ensure the effective operation of the performance appraisal. In summary, the aim of this paper is to provide useful suggestions and opinions to optimize the performance appraisal departments in Chaoyang City city.
