The purpose of this paper is to the study the new ways of social governance, the paper put social organizations as the object of study with the use of a variety of practical theory and the corresponding practical process. A variety of scientific research methods are used to demonstrate research, at the same time, the relevant theories and results of various disciplines are known. Taking Panjin city as an example to analyze the constraints of social organizations participating in social governance, to put forward the policy coping with the advanced experience of Hongkong.The first chapter mainly introduces the origin of the topic and practical significance, the paper makes a further exploration in recent years based on the research situation at home and abroad when determined this topic. What can be seen with China’s government report is that the government pays more attention to social organizations in the role of the economic development because of the depth change during the period of social reform and the important state of participation of social organizations. Therefore, the government pays more and more attention to social organization as an important role in the reform of the status. Analysising based on the current environment, social governance can not do without the participation of social organizations. The development of economic and social transformation need a combination of this two roles. The domestic and foreign scholars had lots of researches on this field, and have obtained many important theories, providing many reference to this paper. This paper foundation based on the theory of rational consultation and participation, and committed to the way of social governance in the social organization innovation.Chapter two or three is the key of this paper. In the theoretical analysis, a practical example of Liaoning city of Panjin province contact are analyzed. Firstly, general theory of social governance are analyzed, focusing on the list describes some concept problems, expounds and proves the importance of the social organizations in the social governance role. In the discussion of social organization, is discussed by using examples, it can be from a practical point of view, focuses on the analysis of social organizations participating in social management has advantages and disadvantages. And based on the practical situation of possible future challenges and opportunities are estimated. Based on Hongkong’s experience, combined with the Chinese mainland’s actual social organization the form of detailed analysis is proposed to optimize the path of social organizations to participate in social governance.The fourth chapter is the conclusion part of the article. Through a detailed analysis of each part of the above and then draw the conclusion of the study. It is in the level of social governance, cannot do without the participation of social organizations, with the rapid development of Chinese social economy, more and more need to participate in social governance norms of social organizations, only the good cooperation the power to achieve the harmonious development of our country. Based on this level, can explain China’s social organizations in the future have a pivotal position in the society, so the research of social organization of China’s economic and social development plays an important role.
