The Constitution is the fundamental law of the country,which provides a country's political and social systems,but also represents the will of the ruling class.Meiji Constitution,which is called "Imperially Ordered Constitution”,is the product of Japan Meiji Restoration.Meiji Restoration established a regime which was controlled by the Mikado and made Japan embarked on the road of capitalist development.In 1889,Japan promulgated Meiji Constitution based on the model of Prussian Constitution and implemented constitutional monarchy so that established the contemporary Mikado system.As the most famous legal bureaucrat in Meiji Period,Inoue Kowashi has played an important role in building the legal system of Meiji State.From the Meiji Constitution,imperial rescript on education,imperial rescript on military,he was involved in drafting a series of important Meiji national legislation documents.Furthermore,he played a key leadership role in every task and was known as the "Meiji National Designer."The most glorious period of Inoue Kowashi is the Meiji 14-year coup and the involvement of formulating constitution.After the Meiji 14-year coup,Started the formulation of Prussia-style Constitution.Inoue Kowashi has played a very important part in the formulation of Meiji Constitution.Thus the study of Inoue Kowashi's constitutional thought can make us better understand Meiji Constitution.Besides the preface,this paper is divided into four parts.The first part is the background of formation of Inoue Kowashi's political thought,including the impact of Zhu Zi's Philosophy and European oversea study.The second part is the formation of Inoue Kowashi's constitutional thought,of which includes the cause of selection of constitutional mode and the concept of "emperor-people ruled together".The third part is the embodiment of Inoue Kowashi's constitutional thought,including the involvement of draft constitution and its role in draft constitution.The fourth part makes the conclusion and gives the evaluation for Inoue Kowashi's constitutional thought.
