Study Of Emergency Mechanism On Maritime Emergency Of Zhoushan

Zhoushan is an island city, with a total area of 222 thousand square kilometers. And sea area is 208 thousand square kilometers. So sea area is very important for people in their life. Therefore, maritime emergency has a large proportion in the whole city's emergency. Building perfect and efficient maritime emergency mechanism is the objective need to respond to emergency caused by natural disasters. And it can provide security for development and construction in new area in ZhouShan. It is also the active demand for stabilizing the social order.There were various emergency and bring harm to ZhouShan these years. Facing these problems, environment was exploring the solution to deal with the maritime incident constantly, forming the organization and personnel, establishing the emergency response system charged by deputy mayor and formulating the emergency procedures. They all played positive role in emergency proceeding in zhoushan. But maritime emergency mechanism in zhoushan also has some shortcomings. According to the new need of development, current maritime emergency mechanism appealed a little out of puff, especially with the rapid development situation and social environment. Prominent problems reflected in this respect: legal safeguard mechanism is not perfect, funds safeguard mechanism is deficient, early warning mechanism is incomplete, responding mechanism is not efficient, the command coordination mechanism is not smooth, communication and cooperation mechanism is not normative. So there is a need to establish a perfect legal protection mechanism and funds safeguard mechanism, scientific early warming mechanism, efficient responding mechanism, smooth coordination mechanism, normalized communication and cooperation mechanism. Only by using the theory of new public management, new public service theory and service-oriented government theory, drawing lessons from advanced experience at home and abroad, building a perfect, scientific, standardized and highly efficient maritime emergency mechanism,to ensure the economic developed and keep the social stable.
