| In today's society,the development level of legal consciousness is the symbol of the people's legal quality level in modern countries with rule of law,also is the realization of the constitution spirit with rule of law.The innovation of science and technology needs efficient use of scientific and technological resources,the relevant body of science and technology resources' legal consciousness of the efficient use of scientific and technological resources directly affects the efficiency of science and technology resources and the construction of national innovation system,and the development of social economics.However,the relevant subjects of science and technology resources' legal consciousness of the efficient use of scientific and technological resources is relatively low in our country;The cultivation system of the law consciousness cultivation system is not perfect,it severely restricts the utilization of scientific and technological resources.This paper takes the promoting of China's efficient utilization of scientific and technological resources as the goal.Mainly through the literature research,questionnaire survey,network query,comparative research and so on,this article is discussed in the logical order of “theory study-questionnaire survey-situation analysis –conclusion".From the situation to the countermeasure,with the low efficiency of scientific and technological resources utilization and the weak legal awareness problems,this paper focuses on the following issues:(1)which is the premise to cultivate the legal consciousness of the efficient use of science and technology resources in china.(2)How to cultivate the relevant subjects' legal consciousness of the efficient of the efficient scientific and technological resources utilization?(3)What are keys to cultivate the legal consciousness of the efficient use of science and technology resources.The questionnaire survey in this paper is based on the ideological level of relevant main subjects and the actual use of technology resources.Through the analysis,the following problems are found: first,the rules of efficient scientific and technological resources utilization are not perfect,which directly affect the formation of legal consciousness of the relevant subjects.Second,the propaganda of related policies and regulations publicity is not enough,the channel is single and imperfect,resulting in the relevant subjects' insufficient understanding of the laws and regulations of the efficient scientific and technological resources utilization,the relevant laws and knowledge level is low.Third,the contradiction between the main subjects' need for scientific and technological resources and the low level of utilization of scientific and technological resources is highlighted,and the legal awareness of the main subjects of scientific and technological resources is not valued.Therefore,this paper puts forward the following suggestions: First,cultivating a clear role conversion between the subject and the object;Second,highlights from the principle and the relationship between rights and obligations,focus on the two parts,learning the relevant laws of efficient use the scientific and technological resources,and cultivating relevant legal awareness;Finally puts forward the measures of cultivating,from strengthening legal system construction,cultivating system construction and implementation of the legal system,and it should be strengthened that the cultivation of the legal awareness throughout the whole process of the implementation of the system.Legislation is not an end,the real purpose is to adjust the legal relationship,to make people consciously abbey the law consciousness,internalized as people's own ideas,thus to guide people's behavior in practice.It is more important to the cultivation of efficient scientific and technological resources utilization,thus to promote the efficient scientific and technological resource utilization through legal awareness. |
