The Research Of The Allocation Of Chinese Scientific And Technological Resources In The Period Of Acceleration Transformation

The 21st century is the key period that the strategic objective of socialist construction of our country realizes, is also the transformation period that Chinese society and economy accelerate splitting up and move towards the society reconstitution. Because the realization of social transformation is mainly finished through developing the productivity and establishing new social economic order, the integration of science and technology makes up the inherent norm that the society tends towards being reconstituted and the motive power of national economic development in the period of transformation acceleration. Traditional conceptions and theories of scientific and technological resources, negligence of the objective running environment that scientific and technological resources store in, and the ignorance of the abundance of the intension of scientific and technological resources and the change of the force balance of the internal factors have hindered the integration process of science, technology and economy and development of the scientific and technological productivity. So, during the period of transformation acceleration, our focus on the change of the economic growth structure, the division of the scientific and technological resources factors and the complication of systematic environment of scientific and technological resources, our seeking for the macro-environment and realistic strong point of the scientific and technological development, our exploration of the intension of scientific and technological resource and the way of rational allocation, promotion of the scientific and technological progress and innovation in an all-round way, upgrade of the contributing power of science and technology to economic development, are very significant to dispel the uncertain factors of society transformation period effectively, form new norm of society reconstruction and ensure the steady transformation of society.This article is divided into three parts. Firstly, the author explains the intension and extension of the period of acceleration transformation and points out the conception of science and technology in the period of acceleration transformation from analyzing the objective realistic environment that the body of scientific activities lie in. Secondly, the author points out the significance of the information and organization resources of science and technology to the development of science and technology through the review of the intension of scientific and technological resources, which provides basic theory prerequisite for accelerating the study of resource distribution in transformation period. Finally, the article points out the guidance in the direction of the tension of system economics to the resolution of the problem of scientific and technological resources and makes some explorations combining system economics through analyzing from the angles such as the research contents, body, analytical frame and allocation way of the allocation of scientific and technological resources.
