Study On The Legal Issues Of China's Rural Housing Circulation-related Laws

It is widely acknowledged that great changes have taken place in China's rural areas over the past decades. Though lots of improvements have been made in rural areas both economically and culturally, laws, regulations as well as policies on rural areas are not in line with its improvements and not pacing with times, thus making relevant laws and policies outdated and impractical. what mentioned above form the logical prerequisite of this thesis. This thesis aims at analyzing outdated laws and policies on China's Rural Housing Circulation. Reasons are listed as follows. Firstly, houses, the most important property in rural areas, attract a lot of attention of villagers. Secondly, theory should be applied to practice. Analysis on laws and policies should be in line with the political outlook. Since the Third Plenary of 18 th Central Committee of Communist Party of China, which concluded two years ago, made national arrangements strategically on rural housing circulation, it is believed that analyzing rural housing circulation is in line with the development of times and meets needs of politics. Thirdly, analyzing rural housing circulation conforms to the research area of both myself and instructor.This thesis is rolled out by the general order of listing questions, analyzing questions, researching questions and resolving questions.Firstly, the thesis makes an overall introduction of China's rural housing. After introducing the concept, categories, characteristics and current states of rural housing, the thesis will shed light on the necessity and feasibility of rural housing circulation.Secondly, with regard to the necessity of rural housing circulation, the thesis analyzes how rural housing circulation can grow economy, increase income of villagers, promote the integrity of urban and rural areas, accelerate urbanization, optimize rural resources and meet needs of national policies. With regard to the feasibility of rural housing circulation, this thesis introduces trends of national policies, the reality of current rural housing circulation, market demand and successful pilot cases of other areas.Thirdly, after making the statement that circulating the rural housing is necessary, the thesis makes a detailed analysis of the reality of rural housing circulation. In specific, the thesis describes the basis information of rural housing circulation and then makes a detailed analysis of problems and root causes.Fourthly, in implementing rural housing circulation smoothly, this thesis clearly states basic principles of making rural housing circulation-related policies. Then, this thesis finds solutions to the better implementation of rural housing circulation. Lastly, thesis adopts the innovative separate implementation method of and solution to the rural housing circulation.
