The United States had developed into the world strongest power since 1940s,but not commensurate with its international status was that imperfect medical security system.The senator Robert Wagner and James Murray and house representative John Dingell proposed "Wagner Murray Dingel bill" three time.The bills included expanding the federal government’s power in the field of medical services,improving standard of medical services and establishing national health insurance with revolutionary significance.But it faced Republicans and private medical groups’ strongly oppositions,and both sides’ contradictory point focused in choosing compulsory or volunteer medical insurance models.Although reformers got Truman’s support,it failed finally because compulsory principles was not accord with American liberal values,and damaged the interests of middle classes,and it reflected American medical reform’s intricacy until today.However,it was undeniable that bill’s medical reforming methods especially universal medical insurances,which has profound deep affect on American medical reform,and it has certain reference significance to the medical reform in China today.
