Research On The Governance Of Hunan Province By Zhao Hengti

Zhao Hengti(1880-1971)located in Hunan Hengshan County.The word was Yanwu.In early years,he studied abroad in the Japanese non-commissioned officers,studied the artillery and joined the League,supervised the new army in Guangxi Province after returning to China in 1908.He participated in the fight against the Qing during the period of the Wuchang Uprising.Sending armed forces to suppress Yuan in the second revolution.He was detained by Yuan Shikai,and was sentenced to 10 years.He left the prison by the rescue and guarantee of Cai E and others.In 1915,he returned to Hunan by Tan Yankai’s bail,and participated in the campaign.In April,1920,he was served as commander in chief of Hunan by the Guangdong military government.At the end of the year,he won the battle between Cheng Qian and Tan Yankai,began to lead Hunan.He published political views of inter provincial autonomy during the period of taking office,and the political experience of the six years began.When Zhao Hengti took office in Hunan in the 1920 s,it was also the rise of the national autonomy movement and the episode of the national revolution period.The north and south forces penetrated Hunan,Hunan became the focus of the war.When Zhao Hengti came to power,he launched inter provincial autonomy movement in Hunan to consolidate his rule in Hunan.Objectively Hunan was free from the mire between north and south melee.In this paper,it mainly discusses the main contents and the impact of the governance of Hunan by Zhao Hengti in various aspects.The full text is divided into six chapters,the first chapter is the introduction part.The second chapter mainly describes Zhao Hengwei’s family and previous experience,as well as the Hunan profile before entering into the Xiang.The third chapter mainly discusses political measures by Zhao Hengti about the governance of Hunan,it mainly includes the reform of the official system and inter provincial autonomy.The fourth chapter mainly discusses military measures by Zhao Hengti during the period of taking office in Hunan,it mainly includes rectification of the army,the progress and impact of the war of helping Hubei,the Constitutional War,and the later Zhao Tang clash,etc.The fifth chapter mainly discusses the measures of developing economy,strengthening social governance and other aspects by Zhao Hengti government from the civil government point of view.The sixth chapter is to describe and analyze the the development of culture and the related measures during the reign period of Zhao Hengti government.
