Since the 21 st century,the process of globalization and internationalization has been gradually accelerated,and the internationalization of education has become more and more popular.As the background of internationalization,the studies of theories of internalization and the studies of language education have also reached a new stage.In order to promote the development of foreign language education in the stage of Chinese higher education,this paper studies the development and characteristics of foreign language education policy and English as second language(ESL)courses in the stage of European and American higher education.From the macro and micro perspective,to explore the advanced nature of foreign language education in European and American universities.With an interdisciplinary perspective,using international theories,focusing on the European and American ESL courses,this paper will analyze the policies and courses comprehensively of foreign language education of European and American universities.The ideas and the framework of this study are as follow:The first chapter concisely describes the purpose,meaning and method of this paper,and the connotation and basic concept of the key words.The second chapter starts from the macro,focusing on the EU and the United States foreign language education policy,and summed up its characteristics.The most significant feature of foreign language education in the EU is that the pluralism of social culture leads to the multilingual nature of language learning.The greatest feature of foreign language education in the United States is that foreign language education policy is protected by legislation and the legal enforcement is strong.Chapter 3 analyzes the present situation and characteristics of the English Second Language(ESL)curriculum in Britain and the United States,and compares and summarizes all aspects of the course.ESL courses in both English and American are basically the same in general.Therefore,ESL courses are adhering to the "student-centered" educational philosophy,in order to improve students’ English ability to adapt to national colleges and universities of professional academic courses and local life for the purpose of a flexible curriculum content and teaching model.And in the ESL course,the relationship between teachers and students is harmony.Teachers’ guidance and inspiration promote students to lead the classroom.In the fourth chapter,the author puts forward the advanced experience of European and American universities from the aspects of policy and curriculum for the development of foreign language education in China.At the macro level,the formulation of foreign language education policy should stand in the national strategic point of view,with forward-looking consideration of the development of foreign language education;the development of educational legislation,while promoting the development of language and social development simultaneously.In the micro,the focus of teaching should be "student-centered" to stimulate students to learn the initiative,the development of curriculum diversification,and actively promote the upgrading of the quality of teachers.
