Reasearch On Public Cultural Service Facilities Operation Compensation Mechanism

With the improvement of people’s spiritual cultural level and the increase of civic culture demand,people are paying more attention to the social and public welfare of public cultural service facilities.At the same time,in order to meet the demand of people’s spiritual cultural life and construct great prosperity of socialist culture with Chinese characteristics,the Party and the states are constantly putting forword related policies and regulations.However,due to some problems such as historical reasons and executable degree of policies,there are many issues in planning,design,construction,and operation of the public cultural facilities.Second,domestic and foreign scholars also did not put forward some solutions in view of the public cultural service facilities compensation mechanism.So,on the base of studying a lot of scholars’ literature,this paper solves the missing part of the above studys.The contents in this paper are: in the theory part,it carefully studys the domestic and foreign research literature,and completes the related concepts of public cultural service facilities operation compensation;In the empirical part,this paper introduces the developing course of China’s public cultural service facilities and foreign features for our reference and revelation;Finally it sets up a unified public cultural service facilities operating compensation mechanism.In this article,the public cultural service facilities operating compensation mechanism in China author builds,including the subject and object of operation compensation,the operating compensation patterns,the internal management mechanism,performance evaluation of supervision mechanism,and the safeguard system of legal and policy,elaborates the more comprehensive problems we are facing in the operational phase of the public cultural facilities.Especially in money compensation mode,under the premise of guarantee the civil rights of public cultural services,this paper boldly introduces market mechanism,with more systematic and practical countermeasures.I hope it can contribute to the development of cultural undertakings in our country.
