A Study Of The External Value Of Developing And Utilization Of Minorities Intangible Cultural Heritage

Deriving from minorities' historical creation at certain historical times and the exact reflection of objective world,intangible cultural heritage of minorities,the deposit and persistence from excellent historical culture of minorities,is not only the crystal of the labor and wisdom of minority ancestors,but also the important component of Chinese excellent historical culture.It specially refers to intangible cultural heritage invented by the minorities,including minority folk language and art,national folk craftsmanship and arts,national folk customs and etiquette and others.It exists depending on the performance of specific nation and people usually with the expression techniques containing sound,image and artistry.The developing and exploitation of intangible cultural heritage of minorities are the effective way for such difficulties as little government finance input,weak material basis,inheritance and protection problem due to its large quantity and scattered distribution.The development and exploitation of intangible cultural heritage of minorities refers to regarding the existing intangible cultural heritage material of minorities as the producing material in market economy to make it “produce” commodities satisfying the market needs and available for exchange in market through such market operation as packaging and creation,so that people would like to buy them.While realizing the vested benefits from the development and exploitation,it can create some certain material basis for the inheritance and protection for intangible cultural heritage of minorities.But whether the scale and way of the development and exploitation meet the needs of the inheritance and protection of intangible cultural heritage of minorities,whether there is predatory exploitation,and whether the intangible cultural heritage of minorities can be inherited reasonably and effectively under the mode of the existing development and exploitation all need a scientific,appropriate and even quantifiable index evaluation standard.In view of this,this thesis exerts spillover effect and its research method,with the development and exploitation of handicraft skills of folk instruments at Jiayi Village of Xinhe County in Xinjiang,to study the external value of the development and exploitation of intangible cultural heritage of minorities: firstly,describing the spillover effect and its research method on which the external value of the development and exploitation of intangible cultural heritage of minorities is depend,mainly including the origin of the spillover effect,external economic theory of Marshall forming the main part of the spillover effect,“Pigovian tax theory” of Pigou,“Coase theorem” of Coase,and combing such external research methods as cost substitution,conditional value and direct market;secondly,depicting the external performance of the protection and exploitation of intangible cultural heritage of minorities,which means,on the basis of the spillover effect,through looking up document materials and blending actual arguments,obtaining the conclusion that positive externality which contributes to the protection of national cultures,the development of local economy,and the protection and restoration of local environment exists in the development and exploitation of intangible cultural heritage of minorities,and meanwhile there is also the negative externality which could destroy the authenticity of cultural heritage and exert negative influence on environment pollution,ecological ruin and mainstream culture in the process of the development and exploitation;thirdly,with the protection and exploitation of handicraft skills of folk instruments,a kind of intangible cultural heritage at Jiayi Village of Xinhe County in Xinjiang as the empirical research field,through selecting measurement index and exerting the spillover effect,measuring the external value of the development and exploitation of handicraft skills of folk instruments in Jiayi Village.According to the measurement,the positive external value of the development and exploitation of handicraft skills of folk instruments in Xinhe County of Xinjiang is?21.9977 million,while the negative external value is?13.864 million.Besides,it is concluded that the negative external value of the development and exploitation which destroys the original ecological resources of cultural heritage is far more than the positive external value for the inheritance and protection of cultural heritage.But thanks to the positive value of comprehensive external value,it is feasible to develop and exploit intangible cultural heritage of minorities,while during the process of the development and exploitation,the inheritance and protection of intangible cultural heritage should be paid more attention to avoid the ruin of original ecological resources of intangible cultural heritage and thus realize the all-win situation of protection and inheritance,development and exploitation.
