Ethical Examination On Crop Residues Open Burning In Rural Areas In China

Crop straw was an important means of production in Chinese rural areas,most of which was collected from the fields for other use.With the development of economic and the change of energy structure,the original use of straw was weakened constantly in rural areas,and farmers changed their way of disposal from collecting to burning.The conduct of large-scale crop residues open burning in rural areas seriously exceeded the carrying capacity of environment.At present,China is in the transition period.And environmental problems frequently occur.However,people's awareness of environment increases continuously,which leads to people to focus more on the environmental quality.Therefore,the conduct of crop residues open burning brings hot debates.As early as 1999,the state introduced the relevant provisions towards conduct of crop residues open burning but with little success.The conduct occurred frequently during summer and autumn harvest and even showed the momentum of more and more burning.Environment justice is the sharing of environmental benefits and the sharing of environmental responsibility,on the basis of which this thesis explored the essence and deep-seated reasons of crop residues burning in rural areas.Crop residues burning which is hardly to be prohibited in rural areas reflects many social realities and reveals many disadvantages during the process of controlling it.Although farmers carry out the behaviors,which are not their wishes,they are forced to make the choice for their own interests.The essence of environment justice is society justice,which determines that the solution of crop residues burning in the environmental domain should go back to society justice finally.Merely relying on the "ban" cannot put an end to such behavior,what we need to do is to reflect on earnestly the relationship between “blocking” and “dredging”.People should explore the potential value of straw resources actively and find comprehensive ways of utilization.On one hand,the government should analyze the existing straw utilization technology and the use of equipment,constructing the system for control of straw.On the other hand,the government should build not only subsidy mechanism and disposal mechanism as well as application,legal protection and technical training mechanism actively in order to strengthen social ethics governance and realize society justice.To solve the realistic problem of excess straw by combining social ethics governance withtechnology governance can turn straw into visible economic profits for peasants.Therefore by means of society justice and technical justice to achieve environment justice is the ultimate way of solving the conduct of crop residues burning.Integrating straw resources into the recycling of agricultural economy and avoiding the waste of resources are to achieve organic unity of environmental,economic and social benefits.This is of great significance in terms of achieving rapidly modernization of agriculture and ecological goals of China.
