A Translation Report On Federal Final Rules Of The Operation And Certification Of Small Unmanned Aircraft Systems (Chapter 10-11)

With the rapid development of science and technology,the small unmanned aircraft system(UAS)is widely applied in both military and civil fields.However,the explosive growth brings about a huge unsupervised area and some potential hazard.In western countries,the demand for the legalization of the operation and certification of small UAS is extremely urgent.It is also essential for our country to speed up relevant legislation.Thus,to a certain extent,this translation project may be of some referential value for our country's relevant legislative conceptions.The report is based on the translation of chapter 10 and chapter 11 of the Federal Final Rules of Operation and Certification of Small Unmanned Aircraft Systems which was enacted on August 29th,2016.The Federal Aviation Administration(FAA)amended its regulations to allow the operation of small UAS into the National Airspace System(NAS).These adjustments addressed the operation of unmanned aircraft systems and certification of their remote pilots.In view of the length(about 100,000 English characters)and the time limit(7 days),a team of six persons was set up to complete the formidable translation task.Firstly,through careful comprehension and analysis of the original text,goals of this translation project and the translation standards came into being.Then,for the text style,the original text belongs to the English for science and technology(EST).At present,the entire volume of science and technology text amounts to an astronomical figure,which requires for higher quality and more urgent supply for the EST translation.However,due to EST's features of practicability and pertinence,most researches on the EST translation just confine to some aspects such as translation methods and skills,maneuverability and case analysis but lack of systematical and theoretical support.In this translation project,Catford's Translation Shift Theory,as a theoretical guidance,has been of a directive significance from the macro perspective.The attempt to break through the limitations of current EST translation research and combine the EST translation practice with applicable translation theory could be regarded as a significant challenge.Besides,in the process of translation,it is inevitable to meet with many difficulties such as the translation of proper nouns,nominal constructions,long and complex sentences and passive sentences.The application of various translation methods and skills,such as structure shifts,class shifts,unit shifts,amplification,and combination,has played an important role in the tackling of these translation difficulties.As the report reveals,a good job will possibly be made only if a translator with strong sense of responsibility and good professional ethics could have comprehensive understanding of translation project,pay close heed to the team work,take every sector in the chain of translation seriously,and give cautious consideration to the translation project requirements,the representation of the original,the feeling of target readers and the safeguarding of the client.In order to achieve all the above,the translator is required to exercise every effort on individual translation capability and continual self-enhancement.It is hoped that this report could offer some referential value to other translation of similar texts.
