The era of Kangxi,Yongzheng,and Qianlong was the time when Qing Dynasty expanded its frontiers and established its ruling institutions on frontiers.The Manchurian rose in northeast China as a minority.Except for Ming Dynasty,the powerful Mongol hordes were also its rivals.After it secured its rule on the domain of former Ming Dynasty,the Qing court tried to expanded its frontiers to the west to eliminate the perceived threat of the powerful Mongol hordes.The Kham region which had been under rule of Qinghai Quoshot Mongol was annexed to Qing with its expanding to the west.Then the Qing court established Tusi(local chieftains),dispatched officials,and stationed troops in the Kham region which now was under Sichuan province.That formed a co-ruling model of Tusi and dispatched officials.This co-ruling model changed after the campaigns of Da Jinchuan and Xiao Jinchuan in Qianlong Period.The emperor established Chengdu General who was in charge of Tusi business.Qianlong also ordered those Sichuan Tibetan region Tusi having an audience with the emperor annual.Bringing the Kham region into the Qing court's territory and governing it was a dynamic progress with constant adjustment.This paper aims to explore the progress,analyze its causes and the governing ideas of the Qing court.
