Chinese aerial farming culture is distant and stream long.The related content of agricultural culture is numerous and complicated.It's full of diligence and wisdom during the process of people working in the transformation and adapt to the nature which have a great significance to the sustainable development of our country under the background of modernization of agriculture.For the agricultural heritage has the nature of public goods,there is no direct market transactions to measure it.Therefore,according to the theory of environmental economics,it also has the use-value and non-use value.Use-value could be reflected and calculated through the travel tickets,agricultural income and other economic indicators,while the non-use values such as value,heritage value,value choice and some invisible value can not be directly measured by the market price.Thus it is really easy to be ignored,and have a distortion on value evaluation.Therefore,it is urgent and necessary to use scientific and reasonable methods to evaluate the non-use value of Agricultural Heritage in order to supplement its value.In view of this,this paper takes Chongyi Hakka terrace system as the target area,using the contingent valuation method(CVM)to survey the willingness to pay of residents,and estimating the non-use value of Chongyi Hakka terrace system.What's more,it also analyzes differences of the residents' willingness to pay and the influence factors between the core area and non core areas,even study on the protection and development of the heritage.The results are as follows:(1)The non-use value of agricultural heritage of Chongyi Hakka terrace system in 2015 is worth about 29.1420 million.The option value,bequest value and existence value are respectively 8.3929 million,10.6405 million and 10.1192 million.The core area residents' and non-core area residents' maximum average willingness to pay is respectively 123.44(Yuan/a)and 140.07(Yuan/a).It can be concluded that non-core area residents' willingness to pay is 1.14 times higher than core area residents '.What's more,core area residents' paid rate is 75.9% while non-core area residents' is72.39%.What we could know is that core area residents have stronger willingness to pay for the protection.(2)The positive impact on willingness to pay is the residents' emotional factors,income and education level,while negatively correlated is the factors of age,family burden.The main factors influence the payment behavior of respondents is theemotion and income on the heritage.The reason of protest to pay between core area and non core area residents in Chongyi Hakka terrace system is significantly different.The largest proportion of core area residents' protest payment is the family burden and have no ability to pay for it.While the largest proportion of non core area residents' protest payment is that the protection costs should be paid by the state and government,which indicate that the residents have a certain lack of confidence on the protection.(3)The protection and development measures of Chongyi Hakka terrace system is not only according to the specific characteristics of core and non core area residents,but also need to realize the protection and development involves many stakeholders,which need establish multi-side participation,benefit sharing and the collaborative innovation development protection mechanism.In order to realize the long-term sustainable development of Chongyi Hakka terrace system,it needs to form a cohesive force via the stakeholders actively participation,optimize resources and complement each other.
