Modernization is a comprehensive historical process which includes the enhancement of national power, industrial development, economic growth and the profound changes of human civilization. The focuses of modernization are "the liberation of human nature" and "the liberation of productivity". The socialism modernization construction of China has made remarkable achievements. However it also brought up issues such as environmental pollution, resource shortages, "alienation" and the disappear of traditional culture.By following the new national strategy, the intangible cultural heritage protection of ethnic culture takes a great part in the heritage of Chinese culture, improvement of culture literacy, protection of national culture,enhancement of national culture soft power as well as development of governance system and ability. As one of the most important role in ethnic intangible cultural heritage in China, Mongolian intangible cultural heritage enjoys a long history and diverse cultural resources. An intangible cultural heritage protection system that follows the current situation of China and the autonomous region is inevitable. From the prospective of Marxism national development and sustainable theory, an protection to Mongolian intangible cultural heritage during the modernization process will not only help to systemize Chinese excellent traditional culture inheritance, accelerate ethnic development, improve national cohesion as well as to promote cultural exchange with other countries. With the deepening of the intangible cultural heritage theory research and practice, the legal policy of Mongolian intangible cultural heritage has became more reasonable and complete. The protection measures are more targeted and diverse.This essay analyzes the value, current situation, problems occurred in Mongolian intangible cultural heritage as well as making corresponding suggestions. The full text is completed by the introduction, body, and conclusion. In the introduction, the main research background, research significance, domestic and foreign research overview, research methods, etc.Body has four parts, the first part is Marxism national development theory, its pracrice in China and national common prosperity, which provides a theoretical basis for the whole article. The second part is a statement of Mongolian intangible cultural heritage from its significance, value,achievement and change. In the third part, the author found some existing issues in current Mongolian intangible cultural heritage inheritance through field research, such as old issue like "focus on application instead of protection", new issues like unsatisfactory network construction and spreadeffect. This essay summarizes from six parts from legal protection, policy implementation, intangible cultural heritage inheritance at basic level, main part of inheritance, propagation to subject development. In the fourth part,based on the current issues occurred, the urgent matter is to implement and complete intangible cultural heritage policies and promote national culture prosperity. Therefore, the author makes suggestions from six aspects in refining of the laws and regulations, combination of governmental and social protection, combination of productive and comprehensive protection,supervision on Mongolian intangible cultural heritage inheritor and establishment of public cultural system.
