Britain is the earliest country which enacts laws to protect children in the world.After the Second World War,a large number of children who were deprived of normal home life needed government's care.The abolition of the Poor Law and the public movement has brought great social pressure to the government.In particular,the Denis O'Neill case exposed the overlap and confusion of administrative functions in Britain,arousing intense discontent among the common people.The government appointed a committee to conduct a social survey of children who have been deprived of their normal home life.According to the survey results,the Curtis Committee put forward to a series of survey proposals,and published the Curtis Report.The British Parliament and the community's discussions centered on the appointment of the Chairman of the Curtis Committee and Curtis report.The Curtis report laid a foundation and reference for the development of the Children Act.The British Parliament has repeatedly discussed the Children Act and eventually passed it.On July 5,1948,the "Children Act 1948" of Britain formally came into effect.The "Children Act 1948" was a milestone in the history of British legislation for the protection of children,which brought Britain into a new era of caring for children.Compared with the children acts in the Germany,United States and Japan,the"Children Act 1948" was ahead of other countries in providing protection and welfare for children who were deprived of their normal home life,and taken the lead in bringing the legislation of children's protection into the construction of welfare state.In the long run,the contents of the "Children Act" have not only clarified administrative responsibilities,which have brought great benefits and lasting assistance to children,but also contributed to the establishment of a new social order in Britain.However,it has been found that there are some deficiencies in the bill.Firstly,some contents of the bill are too idealistic.Secondly,the rights and interests of children are not adequately safeguarded.Ultimately,there is still a phenomenon of neglect and abuse of children in British society.
