With the development of information technology, diversified types of translated texts bring not only opportunities but also challenges to translation companies, and people have a better understanding of translation quality. The new knowledge about translation quality extends from in-textual factors to extra-textual factors. In recent years, endless translation disputes have hindered the development of the translation industry seriously, which makes translation companies'service quality be questioned by customers. The focuses of translation quality assessment, shifting from the literacy text quality to the applied text quality and from a subjective evaluation to an objective evaluation, show the fact that the current modes of translation quality assessment have been gradually unable to meet the requirements of the translation industry in language service and that a comprehensive and systematic scientific translation quality assessment mode is in urgent need. However, the translation quality assessment models in use at present, such as House's TQA Model. Reiss's TQA Model and Williams' Model, which focus on the theoretical analysis on the quality of literary works, LISA QA Model and Error typology model which become the "one size fits all" quantitative approaches and pay little consideration to the variables, such as content types, customers'customized requirements and the purposes. Thus, the translation quality assessment is facing an awkward situation where there are evaluating models available but no effective and reliable models available. This thesis attempts to apply Translation Automation User Society's Dynamic Quality Framework (hereafter to be shorted as DQF) to assess the quality of translation project. This study begins with the objective review and analysis on the translation quality assessment standards, the application of translation quality evaluation models and the efficiency of translation quality assessment. Then, the Dynamic Quality Framework, including its construction, concepts, operating processes, tools and approaches, is introduced. Next, together with the requirements on translation project's quality, it is applied to evaluate the quality of the technical documents from the Exportation Projects between China and Estonia. Finally, the test report is given correspondingly. This study shows that TAUS's Dynamic Quality Framework, constructed on the basis of the practical experience of translation companies and by benchmarking exercises, not only integrates the advantages of other translation quality evaluation models and takes a full consideration to the variables, but also possesses a relative complete operating process and management system and generates detailed test reports and charts. In general, it is a kind of systematic, technical and effective model for translation quality assessment because of being evidence-based in theory and being objective in practice. However, this study also shows that Dynamic Quality Framework should be improved in the overall control on the translation projects and should pay more attention to the approaches for assessing the extra-textual elements. This study aims to improve the translation quality assessment methods and to expand the theories of translation criticism theoretically; and aims to explore a more scientific model adapt to translation in practice. The final purpose is to pull the translation industry out of the dilemma and to provide a basis for the healthy development of translation industry by coming up with some suggestions.
