The Research On The Relationship Between Zong Ling Suo And Zhuan Yun Si In The Southern Sung Dynasty

Because of the war situation in the early Southern Sung Dynasty,resulting in the growing importance of the status of Zhuan Yun Si who was responsible for transport taxes to the court and military supply these two tasks. But under the pressure of reality, Zhuan Yun Si’s work were facing great difficulties,and created many new problems. In this case, A dedicated army supply official——Zong Ling was appointed. Objectively speaking, the Zong Ling who had the power to verify military expenditure,helped to improve the situation of Zhuan Yun Si. Not only the Zong Ling better adapt to the management of military expenditure under the pressure of war, but also more in line with the ancestral method of Sung Dynasty what had been summarized " to charge of the army and the money by different officials ".Therefore, the temporary appointment of Zong Ling have began to further development into a formal institutions——Zong Ling Suo. It was a significant change in the Southern Sung Dynasty financial system that four particular military—supply department was set up.Because of the Zhuan Yun Si’s special status in the course of military expenditure collection,starting from late Shao Xing(1131~1162), in order to strengthen military expenditure levy, Zong Ling Suo was gradually gained the power to punish and supervision of Zhuan Yun Si,forcing the Zhuan Yun Si to focused their work on the civil tax levy.Moreover, the Zong Ling Suo were continuously seized the income of Zhuan Yun Si,lead to greatly reduce of Zhuan Yun Si’s ability to assistance of prefectures and counties.Under the influence of Zong Ling Suo, the Zhuan Yun Si’s status of Southern Sung Dynasty has declined, its responsibilities are more focused on the collection of taxes, more and more deviated from its original purpose.In addition, there were cooperations and conflicts in the administrative process of Zong Ling Suo and Zhuan Yun Si.Their cooperation including the purchase of grain、construction、disaster reliefand other fields. Their contradiction was mainly for the differences on transportation and distribution of wealth. From the cooperations and conflicts between Zong Ling Suo and Zhuan Yun Si,we can clearly see the similarities and differences of these two departments in the characteristic、responsibility, etc.
