The Research Of Clean Government Under The Perspective Of Responsibility Ethics

From the perspective of ethical responsibility, honest government is the core category of government responsibility. Clean government is the most important goal of government administration and of course the pursuit of value. It requires the administrative action of the government should abide by the public responsibility and protect the public interest, to justice, love, selfless, temperance,integrity and pragmatic, diligent, response and so on.At present, our society is in the economic transition period, financial conflicts of interest were everywhere, resulting in social corruption is still prone to multiple trends, especially the government administrative body in the performance to "clean" the core content of the political, administrative, legal and moral responsibility in the process, there are still a lot of "clean" responsibility flaw phenomenon, such as power rent-seeking, lack of credibility, government public opaque, lazy government inaction, administrative law enforcement injustice,dereliction of duty default, style discipline loose phenomenon. The reason, mainly lies in the moral construction of the rule of law, the accountability system for administrative and social supervision system lag, caused by government’s administrative value view, lack of bias, legal consciousness, accountability, the implementation of poor, weak supervision and restraint, a lot of bad consequences.Therefore, efforts for clean government path is necessary, starting from paying attention to the cultivation of the external system security and internal sense of moral responsibility. To pay attention to the top-level design, perfect the supervision system of government, perfecting administrative law enforcement system and the administrative accountability system in order to reduce the incidence of non honest behavior; by strengthening the ideological and moral construction of administrative main body, self-cultivation and other ways to improve administrative main body internal sense of responsibility consciousness,for the administrative subject to perform honest, intrinsic motivation.
