In the late 19 th century early 20 th century, the period was during the great revolution in China. To make China to renewal, and saving the nation from subjugation, some advanced intellectuals started the thought of saving the nation. Through a series of reform and movement, people’s thinking began to change, democracy and science was gradually accepted and recognized. It also makes some intellectuals to realize the importance of ordinary people, due to more civilian education. In order to creative work that close to the people’s public life works an that people can read and understand work; Some people start to begin from civilians, change numerous for brief. It also more in order to improve people’s cultural level of knowledge, improve their self-cultivation, which can improve our quality of the people as a whole. In such an era and the cultural background, the music thought of liu tian hua is more close to people’s life in the public. He thinks that music should not be only a few people entertainment tool, should be everyone should have health tool. His life is also in line with the goal to creation and teaching. The popular music of his ideas are based on our traditional folk music culture as the foundation, boldly draw lessons from the western music culture, to improve our national music, this to our music education has a great influence. Liu tian-hua’s thought of popular music is also has a certain human care, he put the music as a tool of preserve one’s health, the cultivation and improvement of people’s personality plays an important role. Moreover, his popular music thought although this theory is too ambitious at the time, difficult to achieve. Has certain positive significance at that time, however, in our construction of music education system and enhance people’s whole music quality also has very important practical significance. This paper emphatically analyzed liu tian hua civil music education thought theory origin, theory and liu tian-hua’s civil music education ideas of social education and school education practices. Through the analysis of the theory and practice of his thoughts, to illustrate liu tian-hua civil music causes and significance of education thought. And the development of the idea of the current us his music education career what is the value and significance. Also more clearly tian-hua liu not only in music education aspects contribution and value.
