At present,our country is facing tight destruction of the ecological environment,serious ecosystem degradation,According to the urgency request of natural conditions,only to establish respect for natural value,conform to the regulations of nature,the concept of ecological civilization of protecting the natural environment,and our country ‘s various areas construction of ecological civilization in a prominent position,in order to building a beautiful China,and ultimately the sustainable development of the Chinese nation.Therefore,in order to achieve the goal of the party's report,the Government as leadership,organization and coordination of the main forces of environmental protection must play a more active and effective role.However,our country's objectively situation is lack of government presence of government eco-moral responsibility fulfillment process.Often fall into the ethical dilemma,so lackluster government environmental protection work carried out in the field of environmental protection.Moral dilemma of our country's eco-moral responsibility is mainly manifested as three aspects of “domestic inter regional conflict of interest”,“government environment as a conflict of interest”,“the interests of the people and the government performance conflict”,caused by such a dilemma lies in “the government by pass traditional value idea influence greatly”,“environment related laws and regulations is not perfect” “government employees to protect the environmental obligations and civic awareness general lack of”,“within the government system ethics sound”,“the execution of government environmental ethics weak” public participation supervision enough and other aspects.Therefore,the government is in place for the development of environmental protection in our country is very important,otherwise it will leading a serious obstacle.Ecological civilization is a new type of science before the material civilization,spiritual civilization and political civilization.For guiding us to improve the government has a very significant environmental responsibility reference and reference.In this paper,based on the perspective of ecological civilization to government existing environmental moral responsibility defect were analyzed by “set ecological economic man” concept,“improve the quality of government personnel in environmental ethics”,“sound within the government system ethics”,and “improve the environmental laws and regulations,modification and environmental law enforcement supervision” “to establish and improve environmental compensation and incentive mechanism”“public to establish the concept of ecological civilization”,“strengthen its environmental moral responsibility consciousness ” and other measures against defects of government environmental moral responsibility has been amended and improved,in order to strengthen the government's environmental moral responsibility.It is expected that the further development of environmental protection work in our country can be realized through these ways.
