In February 1868,Kido Takayoshi put forward his policy regarding territory submission,which resulted in heating argument on how to dispose the remaining vassals.On 17 th June,1869,the Meiji Government officially claimed to rename the old vassals and officials to Kazoku.Considering the political stability,despite changes of appellation,the vassals,however,still kept the exclusive privileges.In 1871,with the abolition of han system,the vassals whose power were deprived finally became unemployed resembling those officials.In order to establish emperor autocratic regime,the representative of Kuge Kazoku,Iwakura Tomomi united Kazoku to constitute the protective battier of royal family.Meanwhile,Kazoku was especially specialized and made to the new nobility.Shizoku,whose leader was Ito Hirobumi attempted to establish the Shizoku regime,thus proposing constitutional monarchy.To combat the appeal for freedom of civil rights movement,Ito Hirobumi,with his fellows,tried to classify Shizoku to the nobility and implement Five Ranks Of Nobility System to consolidate the power of the Curia.As a consequence,the inequality between Kazoku and Shizoku was necessarily to break,which was strongly opposed by Iwakura Tomomi.After the death ofIwakura Tomomi,Ito Hirobumi entirely came to power.He reset the Kazoku Order in terms of family status and contributions,which successfully ennobled the Shizoku.However,the new noble Kazoku,while enjoyed particular rights,did not really undertake the responsibility as theprotective battier of royal family,consequently encouraging the development of militarism.Affected by the negative Kazoku during Taisho and Showa Era,the Kazoku policy became gradually decadent and finally came to the end due to the practice of the new constitution after the second world.
