Sea transportation, which is an important part of the national economy, plays a vitalrole in communication and national security from the latter-day periods. Japan hasimplemented a series of sea transportation policies since Meiji period with the need ofresource environment, subsistence, national security and economic development. Afterworld war â…¡,because of the successful national policy, the Japanese sea transportationhas experienced dramatic development in a short period and attracted worldwideattention.Seeing that the inadequate research on the Japanese post war sea transportation atpresent , this dissertation makes the first attempt to illustrate the evolution andcharacteristics of the Japanese post war sea transportation by exploring plenty ofhistorical material . Based on the positive analysis and with the knowledge of economictheory, the author analyses the Japanese sea transportation and makes a deepinvestigation of its policy system.This dissertation consists of three parts: the introduction ,the main body and theconclusion. The introduction narrates the significance, the present research method ; themain body elaborates the evolution , system and monographic of Japanese post war seatransportation policy; The conclusion generalizes its characteristic as well as evaluates itsresults objectively.The author concludes that the Japanese past-war sea transportation policy, which wasnot originate from "ruin", but carried out on a certain material base , technology base andprofound experience, and was participating in the process of decision-making dominatedby the government, played a crucial role in helping Japan promote and readjust its postwar sea transportation.The lessons and experience summarized from Japanese post-war sea transportationpolicy will be the reference for our country .It is essential to adopt legal means assistedby administrative to exert its administrative power and more people should get involve inthe making-policy process to avoid some disadvantage effect. As far as Chinese seatransportation policy is concerned, More reasonable protective measures should be takento rationalize Chinese sea transportation, relevant department should also reinforcelegislation for the sea transportation ,enlarge its operation scale and strengthen itsoperation mechanisms to achieve strong a better outer environment . All these willbenefit for the overall national economy and Chinese sea transportation.
