The research object of this paper is the policies of Chinese education and teach ing Chinese as a second language in T aiwan, witch include the laws and goverm ent regulations. Researching on “Chinese edu cation and teach ing Chinese as a second language ” means that we not only focus on the education for oversea Chinese or language teaching. Mention to the research methods, we combine w ith the literature research method, the historical analysis method, comparative analysis m ethod and analysis of the situation. The last one bel ongs to field of m anagement science. This paper summarizes the development of the policies of Chinese education and teach ing Chinese as a second language in Taiwan. We put this history as four period, the period of enforce martial law(1949- 1987), period of lifting of mart ial law(1987- 2000), period of the DPP government(2000- 2008), period of KMT government(2008-present). And we analyzed the backgroud of these policiese, policy agenda, the characters of relevant policies. Then we stand for four perspectives(policises for Chinese language teachers, recruiting students, plan of developing TCSL as a industry, external promotion) to think about the reasones why the governm ent make these policies and regulations, summarize the advantages and problems. With combining with the relevant po licies in Chinese mainland, we com pare them and give som e effective suggestions. F inally, we analyz e some problem s of policies of Chinese education and teach ing Chinese as second lan guage in T aiwan, even though the development and successful experience s houd be learned by the governm ent of mainland.
