| Along with social development,public hospitals,as the main provider of medical service,have been caught in a dilemma between people’s rapid-growing needs for a medical and health care service and strict control over permanent staff establishment for public hospitals.In this case,recruiting contracted staff seems to be the only way to cope with the complex situation.Although,the contracted staff have played a crucial role during clinical work,there exist many problems in their management because of the lack of corresponding policies basis and sense of belonging as well as sophistication of staff composition.How to manage them normatively and motivate them are a pressing problem to public hospitals.This paper analyses the current situation in A hospital and make suggestions based on investigation and research.Firstly,this paper analyses the reasons why contracted staff exist,such as strict control over permanent staff establishment,rapid-growing needs for a medical and health care service and self-development of public hospitals.Secondly,this paper analyses the reason why these management problems exist,such as lack of improving national and local personnel management policies,out-dated style of permanent staff establishment,oversupply of labor and etc.Finally,some suggestions on how to improve are put forward,which include accelerating implementation of Regulation on Personnel Management for China’s Public Institutions,providing accurate personnel demand forecast,contract administration,position management,fair and scientific salary system,reasonable career development plan,enhancing right-protection awareness and etc. |
