With the continuous deepening of medical reforms,China's medical and health undertakings have achieved significant results,but there are still problems such as the decline in the fairness of medical services and the imbalance in the distribution of medical resources such as the distribution of health resources,resulting in increased medical costs and disharmony.Doctor-patient relationship and other phenomena that harm social security.Due to the acceleration of the marketization of the medical industry,the supervision and management of the medical industry is not well-defined,and the moral hazard of the medical service providers is not well controlled.As a result,the overall medical cost in the country is currently high.Doctors' moral hazard behavior leads to more waste of resources,and it is also not conducive to the sustainable development of medical insurance,and may also affect the safety and stability of society.This article mainly refers to the method proposed by Carlsen in the study,and combines the relevant data of the 2017 China Statistical Yearbook and the China Health and Family Planning Statistical Yearbook.The quantitative research is mainly based on the use of medical resources under the guidance of doctor's moral hazard inducing demand,namely,the cost of diagnosis and treatment and the number of diagnosis and treatment.Using stata14.0,taking the number of tens of thousands of health personnel as independent variables,the use of medical resources as a dependent variable to conduct descriptive analysis,correlation analysis,regression analysis,and to explore the relationship between distribution of health workforce and doctor moral hazard.The results of the study are as follows:(1)The distribution of doctors ' human resources in China is not balanced,and the distribution of doctors ' human resources has a significant influence on doctors ' moral hazard.In provinces and regions where doctors ' human resources are relatively abundant,there is a clear demand for doctors,and the doctor's moral hazard is serious.(2)The elimination of drug addition has a significant moderating effect on doctors ' human resources and doctors ' moral hazard;the abolition of drug addition policy has inhibited the moral hazard of doctors,influenced the relationship between the distribution of doctors ' human resources and the moral hazard of doctors,and doctors ' moral hazard is reduced by the decision of the distribution of doctors ' human resources.(3)After the abolition of the policy of drug addition,the total cost is obviously reduced,especially the drug costs drop more,at the same time the proportion of medicine is also decreasing,the cost of medicine has been controlled,the increase in the overall cost of growth slowed markedly,It shows that the elimination of drug addition policy has a good effect in controlling the moral hazard of doctors.In general,the abolition of drug addition as a control of the moral hazard of doctors has played a significant role,but the problem of doctors moral hazard can not be ignored.According to the findings and conclusions,we provide some superficial suggestions on how to control the moral hazard of doctors and how to make the residents enjoy the health care service better,so as to enlighten the relevant practitioners.
