At the end of 2016,the "13th Five-Year Plan for Deepening the Reform of the Medical and Health System" proposed that the county-level public hospitals should be reformed continuously and established a quality-centered,and a welfare nature-oriented public hospital performance assessment system.The hospital performance assessment system can be improved step by step only if it includes social benefit,economic benefit,service quality and safety,etc.The evaluation of medical workers should pay attention to work efficiency,service quality,value chain coefficient,risk degree,patient satisfaction,and other indicators.By the impact of private hospital in recent years,the public hospitals are facing more and more competition.The traditional examination system based on the balance of income and expenditure of departments leads to a close connection between personal income and department profits,which lead to the overall development of the hospital towards the interest-centered direction.This deviates from the public welfare of the hospital and easily leads to contradictions between doctors and patients.The concept of "target management"has been gradually used for reference by enterprises and institutions in China since it was developed and matured abroad.In our country,many medical institutions have established target management system.It is useful to ensure the unity of individual and organizational goals that integrating the concept of target management into the performance evaluation of hospitals,decomposing the overall strategic goal of hospitals into department goal,and designing the corresponding indicator system to carry out quantitative evaluation,which is conducive to ensuring the unity of individual and organizational goals.Based on the background of medical reform,this paper focuses on the case study on S county hospital.The thesis is divided into six parts.The first part is the introduction,mainly introduces the research background,methods and significance of this paper,and summarizes the related research results at home and abroad.The second part mainly defines the concept of target management and performance appraisal of county public hospital.It also introduces the connotation of behavioral science theory,incentive theory and strategic management theory,which lays a good theoretical foundation for the research of performance appraisal,which is guided by target management.The third part describes the basic situation of S county hospital and the present situation of evaluation and on the basic of this,the author finds out the deficiencies in the appraisal system of the institute and analyzes the causes of these problems.Accordingly,the fourth part is to give an optimization design on performance appraisal based on target management.The fifth part puts forward the matters needing attention and the safeguard measures for the implementation of performance appraisal in S county hospital.The sixth part' summarizes the research purport and value of this paper,and looks forward to the promotion of the performance appraisal system guided by objective management.The innovations of this paper are the following.Under the goal-oriented management,the goal,such as the goal of public welfare,service qualities and so on,run through the whole performance appraisal system.It pays more attention to the comprehensiveness and maneuverability of the appraisal index.The author puts forward the clear principle and pays attention to the scientificity of object system design.Focus on patients,increase the public welfare;Continuous communication,improvement of feedback mechanism,application of target results,application of target results,strengthening the evaluation function to improve the performance evaluation system of the hospital's target management,enhance the application of target management in the S county performance evaluation system,make the implementation of performance evaluation process and its targets linked to each other,to enhance the incentive role and guidance role of performance evaluation.
