Internet healthcare provides a new solution for the problem of "difficult access to medical service" and "expensive medical bills" in the medical field of China for a long time.People from every comer of society play high value on Internet healthcare because of the successful integration between the Internet and other industries. In real life, whether Internet healthcare can effectively solve the problem of China's medical field is a topic worth exploring. The high information costs is the most important feature in the medical service field, and it is also the ultimate cause of various contradictions and distortions in our medical system. This paper focuses on information costs and examines whether Internet healthcare can reduce information costs of the medical health care system dramatically. If the result proves that Internet healthcare can greatly reduce the information costs,it means that Internet healthcare can solve the problem and is effective.First of all, this paper empirically examines whether the hospital grade discrimination exits in the online interrogation. After controlling related factors, the regression results shows that there is a huge difference among hospitals in the number of interrogation, suggesting the existence of hospital grade discrimination in China' s online Interrogation market.Furthermore, the findings in this paper show that the satisfaction evaluation of patient between higher grade hospital and lower grade hospital have no significant difference. That is to say, this is a kind of irrational behavior. It should be pointed out that the patient's choice on high level doctor is rational behavior.Based on the above results, the effective range of online interrogation is limited, patients' choice on hospitals and non-high level doctors are irrational behaviors.Online interrogation,as one of a major model in Internet healthcare, does not lower information costs significantly.Secondly, this paper studies the influence of Internet healthcare on information costs between hospitals and doctors through setting a principal-agent model under the condition of existing primary and secondary principals. The results shows that the effective situation of Internet healthcare only exists in the lower grade hospitals. But whether online or offline, patients are concentrated in higher grade hospitals, which restricts the ability of Internet healthcare to reduce information costs between hospitals and doctors. Finally,on the basis of the above analysis, some suggestions are put forward for the development of China's Internet healthcare.
