Research On Pharmaceutical Pricing And Reimbursement Under The Russian Health-care System

In the past 25 years,the demography has been persisting as an issue of national scale in Russia.Health-care is one of the aspects of public management that deals with demographic problems by multiple means,amongst which,drug supply is.Ensuring drug supply includes many facets like affordability,quality,timeliness,infrastructure,financing,but the major contributor for providing is well-designed managerial policies on pricing and reimbursement of pharmaceuticals.This work is devoted to the research of price regula tion and reimbursement under the Russian health-care system.The purpose of this research is to understand the scale of pharmaceutical related aspects of the national health-care system;to study pricing and reimbursement schemes;to identify flaws and sho rtages in price regulation and reimbursement and finally to work out recommendations that would be useful for the Russian health-care system enhancement in terms of pricing and reimbursement for pharmaceuticals,which remains an agenda for the government of the Russian Federation.Since the very nature of this research,the exploratory research method was chosen due to a problem that has not been clearly defined prior to the study.Thus,the urgent problems become clear after the research goes for detailed analysis of pricing and reimbursement.Worked out recommendations on how to modernize the system of pricing and reimbursement for pharmaceuticals rely on previous four pillar chapters,which provide the analysis framework;clarity on current state of businesses in health-care domain and its scale of coverage,pharmaceutical market,production and supply chain situations.More specifically,the paper initially starts with general view on pricing and reimbursement giving the economic rationale for regulation on pharmaceuticals,emphasizing the significance of management for pharmaceuticals on governmental level when providing for national welfare and general discussion on pricing and reimbursement approaches,including “on field experience” of a few European countries.Within this analysis framework,the research continues reviewing the Russian health-care system with great attention to pharmaceutical component.The research finds that a great amount of pharmaceutical goods is foreign-manufactured and hence their price adds price sensitivity to consumers and plus recent years have brought a great deal of financial complications in terms of the state budget to Russia,what makes social responsibilities of the government before the nation rather troublesome.Since Russia is a formidable pharmaceutical consumer country,the issue of regulation on drugs is vital.To understand the contemporary public policies on pricing and reimbursement for pharmaceuticals in Russia,this paper work reviews the legalization process on regulation for medicines,how pricing is conducted and what drugs are to be on the list for reimbursement,what particular population groups are subjected for reimbursement.By the end of this analysis,the research findings have shown the shortages of the system in pricing method either in reimbursement.Therefore,reasonable recommendations are given on pricing methods in favor of reference pricing,on facilitation of budget expenditures by employing co-payments to cover minor inexpensive medicines when treating in inpatient mode,on enhancement of drug inclusion onto the list of drugs for reimbursement,on better drug in demand monitoring for regional authorities.
