Background and ObjectiveThe General Office of State Council and the State Health and Family Planning Commission issued a series of policies to promote the reform of centralized procurement of drugs.The classification of pharmaceutical procurement and the establishment of open and transparent price negotiation mechanism of some patented drugs were proposed.Subsequently,the State Council has introduced policies to eliminate the maximum retail price control of most of medicines.Against thisbackdrop,the negotiation mechanism of patented medicines and the pricing methods are in exploration.How to put forward some rational and scientific proposals based on the research of patented medicine pricing policy is the main purpose of this study.MethodsThis study mainly uses the policy analysis,key personnel interviews and drug price comparison method to research on the patented medicine pricing policies internationally.Besides,several patented drugs were selected to collect their prices in several countries,such as the United Kingdom,France,Japan,and price comparison is made to determine the price level of Chinese patent medicine internationally.ResultsThis study found that Chinese medicine pricing policies has been developed and improved.The national drug negotiations have achieved initial results,while there are some problems.Through the study of international patented medicine pricing experience,patented medicine price policy based on reference pricing are wide used in high income countries such as European countries.Comparison of Chinese patented medicine prices with five countries indicates that prices in China are in the middle level internationally,while prices transformed by the PPP conversion factor indicates a high level of price in China.Current national negotiations achieved initial results,but there are some problems in price negotiation policies.With the enterprise interview,directors put forward some possible problems appeared in negotiations such as lack of professional faculties during negotiations.Conclusions and SuggestionsCurrently,the existing patented medicine pricing policies have been established the basic framework,but betterment is needed.The international advanced methods,such as reference pricing and pharmaceutical economic evaluation,should be applied with the aim of improving affordability of patented medicines.The establishment monitoring system of patented drug prices and sales could be considered to improve the development of pharmaceutical enterprises and scientific research.To further improve the procurement of patented drugs procurement policy,guidelines of negotiation procurement process should be stipulated by government.And government departments specially health insurance department should collaborate to guarantee the policy implementation.The government should also strengthen the professional quality of professionals and personnel training in all stages of patented medicine negotiation procurement...
