The problem of aging in the rural area of our country is facing serious challenges.The continuous development of urbanization makes a large number of young labor leave their hometowns to work and live in the cities.At the same time only the aging people still live in the rural areas and most of the rural elderly people don't have high education level and pension.Their needs of health care are particularly urgent.Under this background,the new rural cooperative medical system which has been established for more than ten years plays a positive role to meet the health needs of the rural elderly people and alleviate the aging problem in rural areas..While the new rural cooperative medical system has increased the accessibility of medical services and improved medical service coverage,it may also lead to people who have already brought the medical service reduce the risk investment to prevent disease before the incidents happening,thus may led to the occurrence of ex-ante moral hazard.Therefore,it has a huge significance to research the influence of participation behavior in rural areas in the elderly population on the perspective of moral hazard on health behavior.It is not only helpful to improve the existing problems of the new rural cooperative medical system but also help to improve the health level of the elderly population in rural areas and ease the increasing heavy burden of rural rural aging problems.Firstly,this paper has summarized home and abroad research on the medical insurance system,health condition of the elderly population,the moral hazard problem and studied and summarized preliminarily on Chinese new rural cooperative medical system and aging and the elderly health status and problems.Secondly,this paper states the related theory of ex-ante moral hazard and deduces the model,and uses the Chinese health and Nutrition Survey(CHNS)data from 2004 to 2011 with the fixed effect model and panel two value selection model for empirical research.The conclusion of this paper is that the rural elderly who has already brought the insurance did have ex-ante moral hazard behavior.Finally,this paper gives some Practical suggestions,such as continue to strengthen and consolidate the development of new rural cooperative;adjust the premium design system;establish the participation of the elderly information archives;increase public health and sports infrastructure investment in the rural areas;strengthen health education for the elderly population in rural areas to improve their awareness of health care;support the Business insurance company and government cooperation to establish the market system and make the mechanism of the new rural cooperative medical system perfectly.
