A Study On The Measurement Of Universal Health Coverage And Influence Factors Of Rural Residents In Fujian Province

Objective To investigate the degree and change of Universal Health Coverage(UHC)within country rural residents in Fujian Province;to inquire the factors related to the UHC,then to clarify the relationship between UHC and health resources;and propose to promote the level of New Rural Cooperative Medical System(NCMS).Methods We use the literature research to understand and grasp the progress of research UHC at home and abroad and the development of NCMS,and try to build the addition model and multiplication model of measurement about UHC of NCMS within the county.The data of 2011 as the baseline,using descriptive statistical analysis to analyze the UHC of NCMS in the general situation in Fujian Province,to explore characteristics and classification the UHC of NCMS nearly 5 years within 74 county to find by the method of multiple linear correlation and principal component to analysis the realtionship between the change of UHC and health resources and its main influence factors.Result At present,the UHC of NCMS in Fujian Province has achieved full coverage of the system and the population,the breadth,depth and height of the guarantee has been gradually expanded,and the content of this has been improved.The UHC of NCMS is increasing year by year in Fujian Province from 2011 to 2015.At the end of 2015,the UHC of NCMS has reached a high level by using two kinds of measurement model,which is in a primary stage of high level,but the score and change of multiplicative model is better more significant than the additive model.Using The parameter linkage,the effect of UHC was better significantly than the change of single index.The distribution of medical and health resources is out-of-balanced within country,and Number of thousands of medical institutions and health resources in the county are affected the adjustment of health policy.Conclusion The NCMS in Fujian Province has achieved remarkable results on the progress of achieving the UHC,but there are still many weakness which should be strengthened and perfected in system operation.Suggested that the relevant departments should further expand the scope of rural medical guarantee,improve health care and the level of compensation,accelerate to achieve the the policy of unified system,strengthen the construction of the ability of primary care health services,implement the Medical Association to promote the sharing about internal and external resources,carry out of Medical Union and expand the private hospitals into the NCMS of Hierarchical Medical System,introduce the competition mechanism to guide the flow of rural residents in the county.
