In recent years,the occurrence of natural disasters,accident disasters,terrorist attacks,public health incidents and other emergencies frequently has resulted in lots of social impact badly,such as a large number of casualties,confusions and contradictions.Those events have led the government and non-profit organization’s attention greatly,while almost the total attention paid to emergency medical service for the reason that emergency medical services play a vital role in dealing with these emergencies,especially in the treatment of the wounded,so that it has become an important aspect of maintaining social stability and harmony.Nowadays,urban governance is facing lots of challenge due to the expansion of the city and the complexity of the urban system governance,and traffic congestion has become an issue cannot ignored which affect the travel and traffic seriously as well as the vehicles of ambulance.In view of these,this paper considers emergency medical rescue under urban environment with the impact of traffic congestion on casualties’ delivery.In order to provide the best emergency medical service to ensure the efficient of emergency medical resources and the safety of people’s life and property,this article researches the emergency medical rescue under urban environment and the mainly content of this study includes:Firstly,the boundary of triage problems in emergency medical is defined,the basic theoretical framework and process of emergency medical rescue is proposed.The triage of the wounded in emergenc y medical rescue is a realistic problem with practical values and theoretical values.In this paper,the concept and basic characteristics of emergencies,emergency management,emergency medical service is elaborated and an optimized process framework is p ut forward on the foundation of the respective characteristics and the relationships.This part is the theoretical guidance and theoretical basis of emergency medical triage problem in urban environment.Secondly,aiming at the problem of urban traffic congestion and considering the accessible of traffic parameters,speed is used as the main parameter for describe the traffic jam.An exponential smoothing method improved by markov chain is given to predict the speed under different consideration of traffic congestion so that to conduct the delivery time of the injuries.In this method,exponential smoothing and markov theory are used to describe the trends and randomness variation characteristics in velocity parameters.Thirdly,the medical utility in emergency rescue is associated with the medical demand and the capacity of emergency medical service.Therefore,the modified early warning scoring system is used to distinguish the degree of injuries and an index system is chose to measure and evaluate the capacity of different medical service.Then,a calculate method for emergency medical utility is concluded based on utility theory.Finally,the optimal model of emergency medical triage problem in emergency medical rescue network is constructed and the method to solve this problem is provided.The model can be used to realize the reasonable distribution of the wounded among different hospitals in the medical network,and ensure the application of medical resources efficiently without unnecessary waste and provide high quality medical treatment timely as well.The research and results of this paper can solve the triage problem in emergency medical rescue under urban environment,and can prove the efficiency of emergency medical service greatly.The suitable application of this method can result in efficient and ordered emergency medical rescue system which do favor to all the injuries and their families.
