Background In china,health care providers is considered as the principal organization,while the clinical staff as the principal person in charge in the web-based notifiable infectious disease reporting system.Reporting quality is not only an important evidence to grasp the real incidence trend of infectious diseases,track the patients and provide the bases for epidemic decision-making,but also turns out to be a lifeline of infectious diseases surveillance.Therefore,using the survey data on the reporting quality of national notifiable infectious disease in 2015,this paper attempts to make a further study on health care providers to give some advices on management and evaluation of infectious disease reporting.Objective Master the current reporting status of notifiable infectious diseases in township-level above health care providers in 2015,evaluate the reporting quality of notifiable infectious diseases in different areas,case sources and health providers,analyze the influence factors,and also provide some reference on scientific management and decision-making.Methods Descriptive analysis on current status and reporting quality of notifable Infectious diseases in township-level above health care providers all over China in 2015 is conducted.The reporting rate and other indicators are compared with Chi-square test.The TOPSIS comprehensive evaluation is used to appraise the reporting quality in 116 health care providers from different case sources,regions and unit levels.Based on single indicator,topsis comprehensive results and case-reporting status,construct binary Logistic regression model is be built to discuss the influence factors on the reporting quality of notifable infectious diseases in township-level above health care providers under current conditions.Results1.The rate of reporting,timeliness,completeness,accuracy and consistency were separately 95.10%,90.83%,89.12%,69.01%and 83.54%.The reporting rate of outpatient was higher than the rate of inpatient.(x2=34.25,p<0.0001).There were significant differences in the rate of timeliness,completeness,accuracy and consistency between different regions(?2=8.32,P=0.02??2=11.58,P=0.003??2=77.10,P<0.0001 ? ?2=21.49,P<0.0001.There were significant differences in the rate of reporting,timeliness,completeness and accuracy of notifiable infectious diseases among different unit levels(?2=38.70,P<0.0001??2=26.64,P<0.0001??2=22.64,P<0.0001 ?X2=53.92,P<0.0001).2.Based on TOPSIS comprehensive evaluation,it shows that the reporting quality of infectious diseases is different in various regions,the best in the middle area while the worst in the western areas;the quality-ranking of information reporting above health care providers at different levels is township,county,city and province from the best to the worst.In addition,comprehensive reporting quality of outpatient and inpatient is consistent.3.Among single evaluation indicatior,the study based on logistic regression shows that under-reporting of infectious diseases is related to participation of the leader.Timeliness is related to the normalization in registration of inpatient.Consistency is related to region.Completeness is related to the normalization of inpatient record and the function of printing reporting card.Accuracy is related to the unit level,the filling normalization of inpatient record,and the number of people involving in the management of infectious disease.As to TOPSIS comprehensive quality of infectious disease,logistic regression shows it is related to region,unit level,the normalization in inpatient and outpatient records and the number of people involving in the management of infectious disease.4.According to the logistic regression model based on the status of case reporting,the under-reporting is related to the unit level.Timeliness is related to region,unit level,the normalization of inpatient and outpatient record,the function of printing the reporting card.Completeness is related to region,unit level,the normalization of inpatient and outpatient record,participation of the leader,the number of people involving in the management of infectious disease,the time limit for the use of the computer.Consistency is related to region,unit level,the normalization of o inpatient and outpatient record,the timeliness of self-examination rectification,the number of people involving in the management of infectious disease,first doctor's signature in the printed reporting card and information security training.Accuracy is related to the unit level.ConclusionAccording to the target of the health development planning,the reporting rate of notifiable infectious diseases in China has reached the goal which is 95%,and the rate of timeliness has reached 90%.The rate of accuracy,completeness and consistency need to be further improved.The method on TOPSIS comprehensive evaluation can solve the complex problems which cannot be solved by single indicator.The results of evaluation and attribution analysis are direct and comprehensive,but it can be explained more effectively by combining single index evaluation method.Health care providers should pay more attention to the management on the participation of the leader,the normalization of inpatient and outpatient record,the allocation of staff involving in the infectious disease management,the timeliness of self-examination rectification,the function of printing reporting card on electronic medical records and first doctor's signature in the printed reporting card,the time limit for the use of the computer,information security training to improve the reporting quality of notifiable infectious diseases.
