By the implementation of the new reform of medical system,medical insurance has achieved coverage for all the people,which leads to the demand for the medical and health of common people increasing largely.Different kinds of medial institutes develop rapidly and private hospitals emerge remarkably.Patients and doctors tend to gather in the hospitals of big cities,which lead to the atrophy of town hospital,causing the decrease of numbers of institutes,patients,as well as the services.This phenomenon has deviated from the original intention of medical reform.Two kinds of situations exist at the same time.The first is that it is still difficult and expensive when visiting those big hospitals.The second is that the human resource and a lot of medical equipment are wasted in the town hospitals.In order to establish a reasonable order of medical treatment,our country has issued the hierarchical medical system in 2015 that taking some measures such as first diagnosed in grassroots hospitals and two-way referral system.This is a opportunity for development to town hospital,but also a big challenge for them.If the town hospital can't win enough medical and health resources during the reform,the county hospital will rapidly enhance its own competitiveness through the acquisition of more medical resources,and then the county hospital will be more difficult to survive and develop in future.Facing so many opportunities and challenges,town hospital should determine future trends,locate its place,make reasonable planning and adapt to this environment in order to go steadily through the difficult period and seek long-term development.Only by this way,it can seize opportunities and avoid difficulties.In this paper,the author analyzes the internal and external environment of X town hospital.Firstly,the author analyzes its external conditions such as the political,economic,social,cultural,science and technology environment,especially the effect to the medical institutes by the ecological civilization construction,which is paid more and more attention to.Furthermore,the author analyzes the competitive landscape of the industry using Potter's "five forces" analysis model,as well as the competition cooperation relationship between medical institutions under the current Hierarchical medical mode.After analysis of financial,service,service efficiency,marketing capabilities and organizational efficiency situations,we think X town hospital has 10 opportunities,8 threats,6 advantages and 9 disadvantages.The missions,purposes and objectives of X town hospital have been sketched out,and the innovational development strategy,implementation plan and the control scheme in the process of implementing have been drawn up by the way of SWOT matrix.It includes how to use its own advantages to seize external opportunities and how to improve their weaknesses to avoid threats.Finally,by evaluation of the effectiveness of the implementation of the strategic plan,we believe it is the most important the implementation of the strategic plan at the initial stage of the implementation of the strategy.
